Topic: Subsidy

Subsidy - Wikipedia, the free encyclopedia
Another form of subsidy is due to the practice of a government guaranteeing a lender payment if a particular borrower defaults.
Subsidies are paid for by taxation which creates a deadweight loss for that activity which is taxed.
A subsidy normally exemplifies the opposite of a tax, but can also be given using a reduction of the tax burden.

subsidy. The Columbia Encyclopedia, Sixth Edition. 2001-05
Medical and educational institutions are among the largest recipients of subsidies (see foundation); in 1997, for instance, federal spending in the United States paid 46% of national medical costs.
Subsidies may be granted to keep prices low, to maintain incomes, or to preserve employment.
These are often required where a necessary public service, particularly one that might otherwise not be profitable, is granted funds to remain in operation.

Subsidy Estimates for FHA Mortgage Guarantees
The subsidy estimate for each cohort is calculated on the basis of the contract terms of the loan guarantee and the economic forecast used to project future loan terminations from prepayments and defaults.
The discounted loss (or gain) is the estimated budgetary cost or subsidy value of the cohort of loans issued in the budget year.
The average of subsidy rates across all economic paths is the budget subsidy rate for the cohort.

bernie :: article :: U.S. Drug Subsidy Benefits Employers
The subsidy won't be paid for another two years, but the Financial Accounting Standards Board of Norwalk, Conn., gave permission Wednesday for companies to book the value of their anticipated government payments in 2003 financial statements, if they believe they can accurately predict the effect of the subsidy.
The subsidy will be significant at companies with thousands of retirees ages 65 or older, because prescription-drug costs make up a large part of the expenses that employers incur for seniors under their retiree medical plans.
For instance, if a Medicare-eligible retiree's prescription costs are $2,550, and his former employer pays $1,000 of it, under long-standing tax rules, the employer can deduct its full $1,000 for tax purposes, meaning the after-tax cost to the company is $650 at a 35% corporate tax rate.

To ensure that the estimates of subsidy costs in the budget are consistent with subsequent cash flows, and to inform policymakers about the performance of federal loans, the Credit Reform Act requires agencies to update those estimates periodically for outstanding direct loans and loan guarantees.
For each federal credit program, subsidy reestimates are reported in the budget as increases or decreases in outlays at the time of the reestimate.

Another key condition for successful subsidy reform is congruence of interests on the part of treasuries, environmental and sectoral agencies.
