Water privatization is a short-hand for the privatization of water services, althougth more rarely it refers to privatization of water resources themselves.
Because water services are seen as such a key public service, proposals for privatization of them often evokes stronger opposition than for other sectors.
The BOT contract involves the private partner constructing the plant and then running it for a number of years (during which payment is received for the treatment capacity provided) before handing it over to the public water company.

Water sector development is one of the highest priorities of the Afghanistan’s government, but the country lacks qualified human resources, technical, institutional and managerial capacities to attain this objective.
However, as an upstream country situated in four internationally shared river basins (Amu Darya, Hari Rud and Murghab; Kabul River, Kunar, and Helmand), Afghanistan can not unilaterally undertake water resources development without establishing cooperation with downstream countries (Tajikistan, Turkmenistan, Uzbekistan, Iran, and Pakistan).

The Clean Water Act (CWA) today consists of two major parts, one being the title II and title VI provisions which authorize the federal financial assistance for municipal sewage treatment plants construction.
It set optimistic and ambitious goals, required all municipal and industrial wastewater to be treated before being discharged into waterways, increased federal assistance for municipal treatment plant construction, strengthened and streamlined enforcement, and expanded the federal role while retaining the responsibility of states for day-to-day implementation of the law.
Water quality standards became a feature of the law in 1965, requiring states to set standards for interstate waters that would be used to determine actual pollution levels.

One of the most successful partnerships between a Federal Agency and local government has been the one established between local county conservation districts and the USDA, Soil Conservation Service, (now Natural Resources Conservation Service or NRCS).
To get conservation practices better accepted and applied, USDA published and released a Standard State Conservation Districts Law to serve as a guide for states to become a part of the soil conservation movement through the establishment of local Soil and Water Conservation Districts.
