A 2002 report by the Department of Commerce estimated that a discontinuation of VWP would cost the U.S. economy more than $28 billion in tourism exports from 2003 to 2007, while costing the tourism industry 475,000 jobs over five years.
Annual recurring costs were estimated between $522 million and $810 million, an amount that would assume a large part of their operating budget, which for 2002 was $8.3 billion.
A 2002 report issued by the U.S. General Accounting Office (GAO) in 2002 estimated that initial costs to process the additional workload would likely range between $739 million and $1.28 billion.

 Visa Waiver Program (VWP)
The purpose of their stay in the United States is 90 days or less for tourism or business (if in doubt, travelers should check with the nearest Embassy or Consulate to verify that what they plan to do is considered tourism or business.
The Immigration and Nationality Act includes other provisions for visa-free travel for nationals of Canada and Bermuda under certain circumstances.
So, if you obtained or renewed/extended a MRP before October 26, 2005, you will not be required to get another passport for travel until your MRP expires.

Twenty (20) of the total waivers are available to primary care physicians and ten (10) of total waivers are available to specialists.
