Topic: Unemployment rate

 Encyclopedia: Unemployment rate
Unemployment insurance keeps an available supply of workers for the McJobs, while the employers' choice of management techniques (low wages and benefits, few chances for advancement) is made with the existence of unemployment insurance in mind.
Unemployment may thus promote labor productivity and profitability.
The unemployment rate measures the number of unemployed workers as a proportion of the total civilian labor force, where the latter includes both the unemployed and those with jobs (all those willing and able to work for pay).

 Unemployment Rate
Unlike the payroll jobs data, which is a coincident indicator of economic activity (it changes direction at the same time as the economy), the unemployment rate is a lagging indicator.
A falling unemployment rate also make it more likely that the Fed will increase the Fed Funds rate that is also bearish for the bond market.
The bond market views an increase unemployment rate favorably especially when the economy is close to full capacity and the unemployment rate is close to its "natural rate".

The Canada-U.S. Unemployment Rate Gap: An Introduction and Overview
In the 1990s, the rise in the unemployment rate in Canada was again accounted for by a rise in unemployment duration (from 18 weeks in 1989 to 24 weeks in 1996), with the incidence of unemployment actually lower in 1996 than 1989 (21 per cent versus 22 per cent).
Macredie (1996) produced estimates for the 1976-93 period of the number of unemployed persons in Canada whose only job search method was "looked at ads" in order to obtain information on the magnitude of the contribution of these definitional differences to measured unemployment.
From Canada's viewpoint, one of the most important labour market developments in the past 15 years has been the divergence of the Canadian and American unemployment rates after 1981.

A decline of the order of 1 percentage point is seen in the rates of unemployment in terms of both usual and current weekly statuses in rural as well as urban areas.
The decline in unemployment rates seems surprising in view of the slow growth of employment opportunities in the organised sector, in which the educated seek work.

 Unemployment Compensation
The Federal Unemployment Tax Act (FUTA) imposes a 6.2 percent gross tax rate on the first $7,000 paid annually by covered employers to each employee.
Employers in States with programs approved by the Federal Government and with no delinquent Federal loans may credit 5.4 percentage points against the 6.2 percent tax rate, making the minimum net Federal unemployment tax rate 0.8 percent.
However, the framework established by the Federal Government requires States to actually pay the level of benefits they determine to be appropriate; in budget terms, unemployment benefits are an entitlement (although the program is financed by a dedicated tax imposed on employers and employees and not by general revenues).

 Measuring The Rate of Unemployment
The unemployment rate is found by dividing the total number of unemployed by the labor force.
To measure the unemployment rate, the Department of Labor surveys 60,000 homes each month.
People are considered employed if they work for pay any time in the week that includes the 12th day of the month, or if they worked unpaid fifteen hours or more in a family-operated business, or if they were temporarily absent from a regular job because of illness, vacation, industrial dispute, or similar reason.

The Big Picture: Augmented Unemployment Rate
The regular unemployment rate, a component of the employment report, is calculated by dividing the (seasonally adjusted) number of unemployed by the labor force, which consists of the employed and the unemployed.
As with the regular unemployment rate, the components of the augmented unemployment rate can be found in the employment report.
The Fed's Humphrey-Hawkins report began including this version of the augmented unemployment rate in February 1999.

South-Western: Increase in the Minimum Wage
While minimum wage increases generally receive substantial public support, economists have generally relied on the above analysis to argue that such legislation will result in an increase in the unemployment rate in low-wage labor markets.
Because the cost of hiring an extra worker (the marginal factor cost) exceeds the wage rate, a monopsony firm will hire fewer workers than would be hired in a perfectly competitive labor market.
Bartlett argues that if the unemployment rate drops below the NAIRU, the Fed will undertake a contractionary policy; an expansionary policy is adopted by the Fed if the unemployment rate rises above the NAIRU.
