The tariff of the Zoilverein was, in essentials, the Prussian tariff of 1818, and was moderate as compared with most of the separate tariffs previously existing.

 EH.Net Encyclopedia: Smoot-Hawley Tariff
Although the popular view is that tariffs create new jobs, or preserve old ones, most economists believe that the effect of tariffs on the total number of jobs available in an economy is temporary.
The usual summary measure of tariff protection is the ratio of total tariff duties collected to the value of imports.
The overall level of employment in an economy is determined by such factors as the size of the population, the fraction of the population that is of working age, and the choices individuals make with respect to engaging in paid labor as opposed to unpaid labor or leisure.

The standard way of calculating this tariff rate is to divide total tariff revenue by the total value of imports.
Many countries used tariffs as a primary source of funds for their government budgets.
The second major problem with using average tariff rates to measure the degree of protection is that tariffs are not the only trade policy used by countries.
