The federal government most recently invoked these statutory provisions to obtain an injunction against a slowdown by the International Longshore and Warehouse Union in 2002.
United States labor law also draws a distinction, in the case of private sector employers covered by the National Labor Relations Act, between "economic" and "unfair labor practice" strikes.

Britain's largest civil service union said it would be balloting up to 290,000 public sector members on strike action over government plans to compulsorily change the public sector retirement age from 60 to 65.
The move follows ballot plans by local government unions Unison and the T&G, which have both agreed to ballot members over local government pension changes due to come into force this April, and further proposed changes envisaged for 2008.
Mr Serwotka said civil servants were facing a "double whammy" of pension changes leading to insecurity for staff, on top of planned staffing cuts of 84,000 following the efficiency review carried out for the government by Sir Peter Gershon.

In the second ballot, conducted only amongst members working in the BBC's Resources Directorate, over 73% voted for industrial action in protest at possible cuts in terms and conditions if the Directorate is converted into a Limited company.
All BECTU members at the BBC were ballotted over the corporation's multiskilling and salary management proposals, while members across the country working in the Resources Directorate had a second ballot over the setting up of Resources Ltd.
In the BBC-wide ballot, 69% of those voting supported strike action, and in the Resources ballot there was an even bigger majority - a massive 73% in favour.

 Nurses warned about strike action
A new industrial action policy, which would allow a complete withdrawal of nurses and midwives from wards, is one of the issues currently being discussed at the Irish Nurses Organisation's (INO) annual conference in Killarney.
The proposed change in strategy comes about as a result of an analysis of the nine-day strike action in 1999, which concluded that some employers 'blatantly abused' the free service given to patients by nurses and midwives at the time.
However Fine Gael has asked the INO to clarify the situation and has also called on the Health Minister to immediately negotiate a 'protocol dealing with emergency cover'.
