 Basic Law of the Macao Special Administrative Region of the People' s Republic of China
Article 8 The laws, decrees, administrative regulations and other normative acts previously in force in Macao shall be maintained, except for any that contravenes this Law, or subject to any amendment by the legislature or other relevant organs of the Macao Special Administrative Region in accordance with legal procedures.
Article 136 The Macao Special Administrative Region may, on its own, using the name "Macao, China", maintain and develop relations and conclude and implement agreements with foreign states and regions and relevant international organizations in the appropriate fields, including the economic, trade, financial and monetary, shipping, communications, tourism, cultural, science and technology, and sports fields.
Article 121 The Government of the Macao Special Administrative Region shall, on its own, formulate policies on education, including policies regarding the educational system and its administration, the language of instruction, the allocation of funds, the examination system, the recognition of educational qualifications and the system of academic awards so as to promote educational development.

Sinŭiju Special Administrative Region (Sinŭiju T'ŭkbyŏl Haengjeonggu; 신의주 특별 행정구; 新義州特別行政區) is a special administrative region (SAR) of North Korea, on the border with China.
Due to the areas included in the Special Administrative Region, it is not one single contiguous region, as to get from Sinŭiju city to Yŏmju county, one must pass through another county outside the region first.

The special administrative regions are Shinŭiju T'eukpyŏl Haengjŏnggu (special administrative region, split in 2002 from P'yŏngan-bukto), Kaes& Kong-ŏp chigu (industrial region, split in 2002 from Kangwŏn-do - not the same as Kaes& chik'alshi), and Kŭmgang-san kwangwang chigu (tourist region, split in 2002 from Kangwŏn-do).
The Free Dictionary says that North Korea's provincial-level divisions are the nine provinces, two directly governed cities (chik'alshi), and three special administrative regions.
The standards have not been listing special administrative regions at the province level, so I don't either.
