Residence in Finland and eligibility for social security benefits are defined by the Act concerning Residence-Based Social Security (Laki asumiseen perustuvan sosiaaliturvalainsäädännön soveltamisesta; 30.12.1993/1573).
Such agreements include the EEA Agreement and annexed to it Council Regulation no. 1408/71, which applies to people moving within the EU/EEA countries (since June 2002 it has been applicable also to Switzerland), and the various social security agreements concluded by Finland.
