 Rent control - Wikipedia, the free encyclopedia
Opponents of rent control claim that rent control can create housing shortages, results in an overall decrease in the quality of housing stock in a city, and that its benefits accrue disproportionately to the wealthy and well-connected.
Rent Control refers to laws or ordinances that set price controls on residential housing.
Reasons given for these laws include residents owning their homes (and renting the land), the high cost of moving "mobile" homes and the loss of home value when they are moved.

Rent control was first legalized in 1970, when the Commonwealth of Massachusetts permitted cities and towns with populations over 50,000 to impose rent controls.
Traditional economic analysis suggests that when price controls (rent regulation) are imposed on housing stock, housing quality declines over time because landlords are unable to recoup their investment and routine maintenance costs.
Thus, we are able to measure rent decontrol’s effect on housing investment only if we are also able to measure—and control for—investment that would have occurred anyway because of general market conditions.

Santa Monica implemented rent control in 1979, after Campaign for Economic Democracy, a group led by Tom Hayden and partly financed by Jane Fonda, won control of city hall and created a governing body responsible for setting maximum annual rent increases.
The board OK'd a "pass-through" plan that would allow landlords to raise rents to cover repair costs on a dollar-for-dollar basis, amortizing the increases over a number of years.

More than 500,000 renter households (one-quarter of all renters) continue to pay more than 50% of their income for rent.
