Ownership - Wikipedia, the free encyclopedia
The advantage in placing the ownership of an asset in the name of an entity is that the asset is protected from law suits against the owner of the entity.
When there is risk involved in the ownership of an asset as in the case of investment real estate the ownership of that asset is often made in the name of a corporate entity.
Ownership is open to anyone that has the money and inclination to buy shares in the company.

Public ownership - Wikipedia, the free encyclopedia
Public sector institutions have access to finance at government interest rates, which are (almost) always lower than even the most financially secure private sector firms, because the government cannot go bankrupt, which means less risk to the lender.
Public ownership of profitable services may lead to "gold-plating" (over-investment in assets) if decisions are driven by engineering ideals and not efficiency concerns.
Public ownership can protect consumer interests in sectors where competition is low, where choices are important but made infrequently, and/or where consumers do not have the expertise to make good decisions (such as in health care).

 Greens Policies > Public Ownership
Public ownership historically has proved to be the only way to ensure that essential services are provided to all citizens in an equitable way, by allowing the basis of their provision to be social need rather than maximizing private profits.
Public sector employment levels are almost always reduced as a result of privatisation and in many cases there is not a corresponding increase in private sector employment.
The public sector is a vital component of the economy, essential for achieving the goals of social equality, ecological sustainability and economic development.

Private or Public?: Finding the Optimum Balance Between Private and Public Ownership or Management
Also the level of accountability of a public manager is generally lower than that of a private manager, and the culture of value creation for shareholders is stronger in the private than public sector.
Public economic governance need not be always worse than corporate governance, introducing corporate mentality, meritocracy culture, value creation culture, family spirit, and simultaneously enhancing the cult of public service in the literary sense rather than as an abstract concept.
Civil service and public sector reform through commercialization and possibly corporatization are the most effective ways in my view to address the problems of public and SOE governance and raise efficiency and accountability.

Public Land Exchange Policy - Conservation Policies - Sierra Club
Land traded out of public ownership generally should be of lesser biological and ecological value, unless higher value land is traded to a party dedicated to its conservation, that party's management of the land would afford more protection than is currently provided under public management, and the public interest is protected.
Public land should be retained in public ownership and only traded in circumstances that meet the highest environmental standards.
A public land exchange is any transaction other than a sale that transfers publicly owned land (federal, state, county or municipal) from one owner to another.

 Session 4a
The predominance of the public sector in the supply of water was not always the case, however.
But while other public utilities remained overwhelmingly private, construction of new public works combined with conversions of private water works to municipal control had tilted the balance to public ownership by the turn of the century.
More precisely, our evidence indicates that municipalities were unable to credibly pre-commit to not expropriating value from private water companies once investments were made, resulting in a rational reduction in investment in water provision by private companies.

 public ownership on Encyclopedia.com
Public ownership is to be distinguished from government control of private enterprises in utilities, business, and agriculture.
Since World War II many Western nations have practiced public ownership of business enterprises through public corporations such as Amtrak.
In the United States, government units own and manage the public school system, public highways and bridges, dams for the reclamation of land and for power (and the management and sale of power), and many other enterprises.

 Introduction
Calls for acquisition of more public land are sometimes matched by concerns over reductions in municipal tax base, loss of working forests, inadequate public funding, and the inability of the public sector to effectively manage more land with less staff and less resources.
Guiding principles in public ownership are to protect, maintain, and enhance the state's ecological resources and biological diversity; protect and provide access to public waters and shore lands; provide outdoor recreation opportunities; provide areas for resource-related research, education, and demonstration sites; and demonstrate sustainable forest management while providing raw materials for the wood products industry.
Expanding uses of public land place pressures on both the resource and the managers' abilities to find a balance between resource use and protection.

This cost is called the Public Sector Borrowing Requirement and is funded by taxation, either directly through income tax or indirectly through National Insurance.
More public services mean a higher tax bill for everybody, including those who may not benefit from them.
The main argument for public ownership is that the whole population benefits rather than just those who can afford to pay privately.

Greenspan Concern Over Public Ownership or Private Assets - 2/26/01
Public investment of pension funds in private assets has been successfully accomplished by state and local governments and some foreign governments.
If investment of a modest share of trust-fund reserves in equities were approved, the legislation authorizing this investment could establish a low percentage limit on the proportion of the overall equities market that the trust fund's investments would be allowed to constitute.
In Denmark, for example, the ATP fund is a public pension fund whose assets amount to 25 percent of GDP.

 A Plea for Public
To most people, "public property" means "government property," on the (dubious) theory that governments hold their property in trust for the public, and administer such property with an eye to the public interest.
As for the higher-standards issue, it is true that users of public property face a somewhat greater risk from their fellow users than users of private property do.
And if this is so, then public property would not be tolerated in a free nation, because the liability costs would simply be too high.

 Privatization - Free Encyclopedia
The effect of corporatization has been to convert the state departments into public companies and interpose commercial boards of directors between the shareholding ministers and the management of the enterprises.
Nationalised industries are usually guaranteed against bankruptcy by the state, they can therefore borrow money at a lower interest rate to reflect the lower risk of loan default to the lender.
Some opponents of privatization often argue that because the driving motive of a private company is profit, not public service, the public welfare may be sacrificed to the demands of profitability.

To provide and ensure essential public services in an effective way such as free education to the highest level, a national health service, public transport, postal service, energy and service utilities and public health.
Another reason for privatising may be to use the resulting funds for financing tax cuts so as to win an election or redistribute income and wealth from bottom wage-earners to the rich.

There is a great deal of variation in the extent of state ownership of enterprises across countries and despite the growing consensus over the benefits of privatization many countries continue to maintain large public sectors.
We also find that a higher opportunity cost of public funds tends to reduce the extent of state ownership except when commitment capability and pressure for employment control are low.

Another issue embedded in the FCC debate, and even discussed among executives of some publicly owned companies, is whether private ownership allows for a greater chance of serving the public interest.

It is a study of their governance and management, which sheds new light on issues of public versus private ownership, mandate, legitimacy and the meaning of community.
The trusts’ creation resulted from a series of ad hoc government decisions to solve a problem – ownership – which was peripheral to the main policy objective of restructuring activities on commercial lines.
The study argues that these trusts now form an integral part of the governance of New Zealand’s communities, and explores the governance, accountability and broader implications of this.

Thus the appropriate application of the idea of common ownership through the property tax system would result in both a more equitable distribution of wealth, due to a resulting encouragement for business investment, and a more prosperous economy.

However, unless guarantees of respect for public access to public lands are included, the Conservancy’s purchases could easily become yet another example of the irony of “public” ownership.
When pushing for public purchase of the Headwaters, environmental groups emphasized the importance of preserving the area for future generations…presumably so future generations could actually see and enjoy it.
The current form of AB 1130 would allow Conservancy decision-makers to act without any accountability to local residents, and would also free the Conservancy to purchase land without establishing how the land will be managed.

The Legislature of Idaho gave no consent for the federal government to purchase these forest lands and federal government did not actually purchase these “forest reserves.” The Forest Service only “administers” the forest reserves.
