 Australian prime minister bullies the Pacific Islands Forum
Pacific Island leaders objected to the Australian dollar becoming the shared regional currency, recognising it would usher in a raft of budgetary, fiscal and financial obligations.
Days before the Forum opened, a Senate inquiry in Canberra released a detailed 300-page report on Australian policy in the Pacific advocating the formation of “a Pacific economic and political community” that would include a common labour market, free trade and a common currency—not surprisingly, the Australian dollar.
At last week’s meeting, the prime minister dropped his previous deference to “the Pacific way” of consultation and consensus to bulldoze through a series of measures designed to bring the organisation firmly under Canberra’s sway.

From the start, Forum meetings have focused heavily on regional trade and economic development issues and, in recent years, have paid increasing attention to the environment.
Forum Heads of Government meet annually in formal session, including a Leaders' Retreat which provides an opportunity for private and frank discussions at the highest level.
The Heads of Government meeting is preceded by a meeting of the Forum Officials Committee (FOC), which reports to leaders on regional issues.

The Forum communiqué referred to the HIV/AIDS epidemic striking the region, declaring it an “urgent” issue that had to be “vigorously” addressed.
In the name of “good governance”, he pushed ahead with an agenda of “reforms” aimed at opening up these economies to foreign investment and placing key sectors, including finance and policing, under the supervision, if not direct control, of Australian officials.

The government provided an extra $53.6 million in the Budget for agencies to continue their cooperative efforts with Pacific island countries to improve standards of governance.
They will also take forward development of the Pacific Plan, which will become the cornerstone document for the region with a strong focus on the key goals of good governance, economic prosperity, sustainable development and security.

Howard's goal was to pressure Somare to continue with the economic “reform” program of the previous PNG government, adopted under pressure from the International Monetary Fund and the Australian government.
Australia bullied, bribed and blackmailed the PIF to get its way on the major issues on the agenda, which included economic relations, environmental issues, treatment of refugees and national self-determination for non-self-governing territories in the Pacific.
What he fails to mention is that even if Australia were to sign the Kyoto Protocol, it would not have to reduce emissions but only limit their increase to 8% of 1990 levels by 2008-2012.
