Organisation for Economic Co-operation and Development - Wikipedia, the free encyclopedia
OECD databases span areas as diverse as national accounts, economic indicators, the labour force, trade, employment, migration, education, energy, health, industry, taxation and the environment.
The OECD is at the forefront of efforts to understand, and to help governments to respond to, new developments and concerns.
The Organisation for Economic Co-operation and Development (OECD) is an international organisation of those developed countries that accept the principles of representative democracy and a free market economy.

EcoWin - Economic database: OECD Economic Outlook
The Economic Outlook database is a comprehensive and consistent macroeconomic database of the OECD economies, covering expenditures, foreign trade, output, employment and unemployment, interest rates and exchange rates, the balance of payments, outlays and revenues of government and of households, and government debt.
The OECD assessments of the future trends of key macroeconomic variables are better characterised as conditional projections rather than forecasts, since they are conditional on a set of technical assumptions about macroeconomic policies, nominal exchange rates and the path of oil- and non-oil commodity prices.
The main lines of the Economic Outlook projections and analysis are presented to, and their policy implications discussed by, the OECD Economic Policy Committee, which is composed of senior officials from finance or economic ministries and central banks.

OECD Observer: Migration and EU enlargement
The unemployment rate among foreigners in some European OECD countries is twice that of their percentage in the total labour force.
One of the most hotly debated questions is whether a large increase in immigration flows would help OECD countries pay for their future social spending, especially on pensions.
Indeed, some OECD countries have begun focusing more energy and finance on training and supporting new arrivals, in part to help them to integrate more rapidly into the labour market or to retain those who might otherwise move on to competitor countries.

 U.S. direct investment abroad rises -OECD - Boston.com - Europe - News
France and Germany both registered sharp decreases in inward investment which the OECD said in a report were largely due to repayments of inter-company loans that shifted money abroad.
Regarding the surges in inward and outward U.S. investment, the OECD said developments last year partly reflected weakness in the dollar but also a spending spurred by U.S. companies.
U.S. outflows in foreign direct investment hit $252 billion versus $141 billion in 2003 while inward investment rose to $107 billion from a historically low $67 billion in 2003, the OECD said.

International investment: The OECD Global Forum on Investment in November 2001 and the UN High Level Conference on Financing for Development, to be held in Mexico in 2002, will benefit from OECD analytical work on foreign direct investment.
The OECD will continue its analysis, strengthen its benchmarking and peer review of structural reform and deepen its work on the relationship between growth and sustainable development and report to ministers in 2003.
OECD will develop agreed indicators that measure progress in sustainable development and will report progress to ministers in 2002.

 OECD
The stated objective of the OECD’s efforts to eliminate harmful tax practices is to encourage an environment in which free and fair tax competition can contribute to economic growth and development worldwide, and not to dictate to any country how its tax system should be structured or what its tax rates should be.
In order to avoid being included on the OECD’s list of Uncooperative Tax Havens (published in April 2002) and being subjected to possible defensive measures of the OECD, the jurisdictions listed in the 2000 report were required to make public commitments to the OECD in relation to transparency and the effective exchange of information.
The Organization for Economic Cooperation and Development (OECD) is an international organization, which has a mandate of helping governments tackle the economic, social and governance challenges of a globalised economy.

 OECD and the world economy
OECD member countries in this situation need to avoid any over-heating of their economies, by maintaining interest rates at the required levels and by pursuing structural reform in all areas.
The enlarged Assembly is concerned by the social effects of globalisation and considers that it would be vital today to examine the mechanisms of economic liberalism carefully and perform a comprehensive assessment of the social effects of globalisation in its present form.
With regard to tax havens, the enlarged Parliamentary Assembly calls upon the OECD to intensify co-operation with third-party states in connection with the elimination of those practices that fail to meet basic international standards with regard to transparency, bank secrecy, and legal co-operation.

The OECD Guidelines for Multinational Enterprises
The OECD Guidelines for Multinational Enterprises (MNEs) are recommendations to enterprises, made by the Governments of OECD Member countries.
Their status is that of recommendations to enterprises by the Governments of OECD Member countries.
In view of the transnational structure of such enterprises, this aim will be furthered by co-operation among the OECD countries where the headquarters of most of the multinational enterprises are established and which are the location of a substantial part of their operations.

Higher Incomes Leading to More Food Consumption, OECD Says
OECD analysis indicates that market price support; maintained behind border protection and export subsidies, is the most production and trade distorting policy instrument in place today.
OECD countries, where 50 percent of production is constrained by quotas, only contribute 25 million tonnes of the total gain.
Growth in the euro zone in 2003 is lagging that of other major OECD countries, but prospects in future years are expected to improve from the current low level.

Regional position on harmful tax competition - 3601
The OECD’s Harmful Tax Initiative is forcing jurisdictions to choose between either committing to the Initiative (so suffering possible and immediate to long-term loss of economic activity through the loss of offshore sector clients) or not providing a commitment (and suffering loss of economic activity through the imposition of defensive measures by OECD members).
The OECD Initiative was developed in response to OECD concerns regarding the supposed erosion of their tax bases through mobile financial activities offered by offshore financial centres.
Listed Pacific nations ask that if OECD members wish to counteract the erosion of their tax base (the declared objective of the Initiative) they first adopt appropriate measures, within their own jurisdictions, to deter citizens and residents from using "tax havens" for tax minimisation.

 Intl Business, OECD
OECD Reports in 2001 that for every dollar the Canadian government subsidizes Canadian farmers, the U.S. government spends $2.25, the E.C. $2.65 and the Japanese government $3.
For example, some companies might want to quote OECD reports that make favourable statements about the business sector or the market situation that the company is involved in.
The primary purpose of the OECD is to gather information about the activities of various countries and regions, so that senior government persons can use this to make informed decisions.

 OECD Principles of Corporate Governance
During their preparation, a number of OECD committees also were involved: the Committee on Financial Markets, the Committee on International Investment and Multinational Enterprises, the Industry Committee, and the Environment Policy Committee.
The OECD Council, meeting at Ministerial level on 27-28 April 1998, called upon the OECD to develop, in conjunction with national governments, other relevant international organisations and the private sector, a set of corporate governance standards and guidelines.
The trend in OECD countries is to remove provisions that automatically enable custodian institutions to cast the votes of shareholders.

Articles on the OECD's Ottawa Global Tax Forum
The OECD has been forced to concede that many of its own member nations are tax havens, and that jurisdictions on the OECD's blacklist have no obligation to end their market-based tax laws unless all countries agree to the same policies, Andrew Quinlan, the center's president, said in a statement.
Once those jurisdictions that are not currently part of the process, including nonparticipating OECD members, realize that the door is open for them to participate and to have their concerns considered, all countries eventually will be involved in the process of developing a level playing field, Maoate said.
The plan is to set up a new working body composed of select OECD member countries and a few low-tax jurisdiction members of the OECD's Global Forum to examine the issue of a level playing field by spring 2004, he said.

GRI and the OECD Guidelines for Multinational Enterprises
The OECD Guidelines for Multinational Enterprises (MNEs) and the Global Reporting Initiative (GRI) Sustainability Reporting Guidelines both aim to encourage corporate accountability and responsibility.
While the OECD Guidelines recommend principles and standards for multinational enterprises, they do not prescribe precise ways in which to measure and report actual behaviour.
This users guide was developed in cooperation with, and approved by, the OECD Committee on International Investment and Multi-lateral enterprises.

PwC: Isle of Man: IOM Removed from OECD Blacklist
The OECD welcomes these commitments, which include undertakings in favour of transparency, non-discrimination and effective co-operation, and looks forward to working with these jurisdictions to ensure their implementation.
The Netherlands Antilles and the Isle of Man were among 35 jurisdictions identified by the OECD in June as meeting the technical criteria for being tax havens.
The development of the Island's new tax strategy has already commenced, and the finance sector is assisting the Government in formulating a new regime for the exempt business that enables it to continue and grow, whilst satisfying OECD requirements.

 Explanatory Notes
The Glossary is also intended to lend greater transparency to OECD data requirements from national agencies that provide information to the Organisation.
The Glossary is intended to facilitate the collection of consistent data by the various OECD Directorates and Committees.
This occurs, for example, when definitions have been prepared in the context of the System of National Accounts (SNA 93), other definitions developed by United Nation agencies and by other international organisations such as the OECD and Eurostat to meet their particular requirements.

Demys Domain name news service OECD speaks out on WHOIS
The OECD finds that problems with WHOIS data quality in the gTLD regime partially reflect the fact that registrars have not always implemented the Accreditation Agreement measures in practice and that ICANN has not, until recently, enforced the agreements.
The OECD also puts forward a word of caution to those domain name registrars and registries who allow private individuals or non-commercial entities to 'opt-out' of the publically available register of domain name ownership.
The present report is somewhat different, coming from the OECD's Committee on Consumer Policy which focuses on the 'consumer policy challenges arising out of the development of the Internet and the emerging electronic marketplace.' In 1999 the Committee developed guidelines setting out the core characteristics for effective consumer protection for online business-to-consumer transactions.

 Letter to OECD Ministers 10/98
We thank the Organisation for Economic Cooperation and Development (OECD) and the Government of Canada for the invitation to some public interest groups to participate in the OECD Ministerial Conference, "A Borderless World: Realising the Potential of Global Electronic Commerce," which is being held in Ottawa, Canada, on 7-9 October 1998 ("Ottawa Ministerial Conference").
The OECD Committee for Consumer Policy has been and continues to be an important vehicle for discussion of emerging consumer policy issues, including those relating to electronic commerce.
The promotion of electronic commerce by the OECD and member governments must be considered within the broader framework of protection of human rights, the promotion and strengthening of democratic institutions, and the provision of affordable access to advanced communication services.

OECD Attempts to Set Up Anti-Competition Tax Cartel
OECD sources said the officials, including Britain's Gabriel Maklouf, who chairs the OECD's committee of fiscal affairs, were appalled by Mr Arthur's independent, pro-competition behaviour.
The offshore centres agree on the need to overhaul their banking systems but argue that the OECD's threat of sanctions unless they comply with a rigid timetable, beginning with a public commitment by the end of July to reform, is high-handed and undemocratic.
A United Kingdom periodical called The Guardian is reporting on attempts by the high-tax OECD to set up an anti-competition tax cartel.

 OECD Main Economic Indicators (MEI)
The OECD produces annual, quarterly and monthly data for around 3,800 economic indicators.
The variables cover national accounts, industrial production, employment, prices, business trends and trade for the 30 member countries of the OECD and 10 non-member countries.
The OECD defines each variable separately for each country.

 OECD: Executive Summary
Seventeen OECD nations have smaller populations than Canada, placing Canada 18th out of 29 countries in terms of total population.
With respect to energy efficiency, meaning the amount of energy required to produce a fixed amount of GDP, Canada ranks 28th out of 29 OECD nations.
A troubling caveat is that less than half of the area protected in Canada meets international standards for strict protection.

US criticised by OECD over forcing aid recipients to buy American exports
The increase in US aid to the poorest countries must be accompanied by a cut in bureaucracy and a decision to end the system of forcing aid recipients to buy American exports, according to an intergovernmental review.
"The responsibility for overseas development assistance is being handled by about 50 US government entities," the OECD's development assistance committee said.
"The OECD said that US aid was still overwhelmingly "tied" to the purchase of American exports, or delivered directly in food aid - both of which have repeatedly been criticised by development experts." (item 1 below)

Using the case of trade negotiations in the Organisation for Economic Co-operation and Development (OECD), the author assesses the explanatory power of a number of models derived from the neo-realist approach, as well as from the theoretical literature on international regimes, international organization, and interdependence.
The study presents an in-depth historical account of negotiations conducted during the 1970s and 1980s and examines how the agenda of the OECD is set, the nature of bargaining activity within the Organization, and the role played by the OECD in the overall international trade regime
