Living Wages is part of a set of solutions to counteract the divide and rule strategy used by businesses in an effort to save money and increase their profit margin.
In the United States, several municipalities and local governments have enacted ordinances which set a minimum wage higher than the federal minimum for the purpose of requiring all jobs to meet the living wage for that region.
In Australia, the 1908 Harvester Judgment ruled that an employer was obliged to pay his employees a wage that guaranteed them a standard of living which was reasonable for "a human being in a civilised community," regardless of his capacity to pay.

The living wage is defined as 110% of the federal poverty level for a family of four, with a health benefit plan that requires employee to pay no more than 3% of their annual wages.
The ordinance requires that a living wage of $8.32 an hour with health insurance, or $9.46 without (7/04), be provided to full time employees of firms contracting with the County (and their subcontractors) for over $25,000 worth of services.
The living wage is $13.20, but the employer may deduct any health-care costs from that number.

Only a specific set of workers are covered by living wage ordinances, usually those employed by businesses that have a contract with a city or county government or those who receive economic development subsidies from the locality.
Most firms will choose to sacrifice some of their profit margins, which are estimated to range from 10% to 20% of production, since wage increases from the ordinance only amount to an estimated 2% of production costs.
In addition to setting wage levels, many ordinances also have provisions regarding benefits (such as health insurance and paid vacation), labor relations, and hiring practices.
