These have all been ratified by a majority of the member states, and are known as the international labour standards.
Historically, one of the functions the ILO has performed has been the establishment of international standards for workers' conditions, which have then become the basis for trade union and other activism in individual countries.
Every year, the International Labour Conference's Committee on the Application of Standards examine a number of suspected breaches of ILO labour standards.

The ILO's constitution provides that each member state shall send to the International Labor Conference a delegation consisting of two government delegates and two delegates representing respectively the employers and workers, each of whom is entitled to vote individually and independently of each other.
These standards which are adopted by the International Labor Conference - that is, by the entire membership of the ILO - take the form of Conventions (which are open to ratification by governments) and Recommendations (which create no formal obligation for governments, but which are intended to guide their social policies).

This volume presents the results of an ILO Social Security Inquiry in the countries of South Eastern Europe, designed to compare their spending levels, the coverage of national populations, the range and level of benefits provided, and available evidence on the effect of social security in reducing inequality and poverty.
An ILO project is now bringing these successful experiences to three countries in south-eastern Europe, helping to introduce microfinance as a tool in active labour market policy.
