Government spending - Wikipedia, the free encyclopedia
Government spending consists of government purchases, including transfer payments, which can be financed by seigniorage (the creation of money for government funding), taxes, or government borrowing.
As of September 2004 the U.S. Congressional Budget Office reported that federal government spending for 2004 was projected to be $2,293 billion, or slightly less than 20% of the GDP.
John Maynard Keynes was one of the first economists to advocate government deficit spending as a way to cure an economic contraction.

Grandfather Florida Government Spending Report Home Page - MWHodges
From 1947 to 1963 to 2000, Florida increased its spending from 6% of the economy (GSP) to 19%.
And, this dropped further because the federal government's spending share of the economy increased from a 16% share to a 23% share.
This drop is because Florida's state and local government spending zoomed from a 6% share of the economy in 1947 to over 19% by 2003 - - a 217% increase in said share.

spending and $1.6 trillion spending by state and local governments.
This Government Spending report (sum federal plus state and local government) is a chapter of the Grandfather Economic Report series, revealing negative economic conditions facing families and their children, compared to prior generations - - from debt to education to trade to national security.
Much of the slight 'drop' in the spending ratio during the past several years is a result of changes in measurement criteria for calculating national income and inflation, which overstates national income and therefore understates the spending ratio compared to the past.

 Gottheil SG Government Spending
Government spending is more than an instrument of fiscal policy.
To the extent that government spending moves resources away from the provision of private goods to the provision of public goods, resource allocation is affected.
Government spending has increased from about 28.3 percent of GDP in 1970 to 34.5 percent of GDP in 1996.

Budget Surpluses, Deficits and Government Spending
As indicated earlier, budget surpluses can be used to finance more government spending, but they also can be used to finance tax or debt reductions.
In a given year, the government could have a budget surplus using cash accounting, but a budget deficit using accrual methods that count as expenses (outlays) in this time period newly created liabilities of the government that will be funded in future years (e.g., increased pension obligations for federal government workers).
For example, when the federal government has a deficit using cash accounting of, say, $200 billion, it implies that government-induced demand for loanable funds will be high, with attendant effects on financial markets (e.g., probable higher interest rates) and on the ability of the private sector to borrow.

In their first three budgets under the Clinton administration, Republicans increased federal spending by $183 billion, compared to a three-year increase of $155 billion by a Democratically controlled Congress.

Economic Survey of Japan 2005: Achieving fiscal sustainability
The objective of freezing government expenditures as a share of GDP should be achieved through FY 2006 and continued efforts to restrain spending are necessary in the future.
Strong economic growth and spending restraint reduced the deficit in the primary budget (which excludes net interest payments) from 6¼ per cent of GDP in 2003 to an estimated 5 per cent in 2004.
Addressing the government's budget deficit should be an important aspect of an exit policy as it would help avoid an abrupt rise in interest rates.

Grandfather Federal Government Spending Report - summary - by MWHodges
The Government Spending Report and the Government Growth Report show the federal government increased its spending at a rate much faster than growth of the economy (nearly twice as fast) since the end of World War II).
Had total federal spending been reduced following World War II, equivalent to reductions of the defense spending ratio, the current federal spending ratio would be about 13% of the economy - - instead of today's 26% ratio - - resulting in 50% less spending and taxes.
The full report (link below) shows once the social spending ratio rose above 5% of national income in the late 1960s, citizen trust in government plummeted to half prior levels - - and inflation-adjusted median family incomes stagnated for all families and fell for single wage-earner families.

The majority of federal spending is mandatory spending.
The topic was "discretionary spending," which is Washington-ese for money that Congress appropriates directly, as opposed to "mandatory spending," which is made up of interest payments on government debt and entitlement programs like Social Security and Medicare.
It seems almost gratuitous to add that in the last year of President Clinton's term, discretionary spending was up not 15 percent, but 3 percent, and that domestic discretionary spending was up not 15 percent, but 5 percent.
