Exports of mining, petroleum, and infrastructure equipment may help multinational corporations and developed countries access cheaper raw materials, with few benefits for the residents of developing countries.
More and more, importing countries are demanding that exporters shift part of their production to the purchasing nation in order to win the sale.
According to a GAO study of Eximbank dual use export loans and guarantees between 1995-97, all nine loans given to Indonesia, Venezuela, and Brazil were to be used to purchase equipment for their militaries, including aircraft, trucks, and radio systems.

The Export-Import Bank's main functions of providing loan guarantees, insurance, and direct loans that benefit U.S. exporters are typically justified by Ex-Im Bank's mission of providing that support when there are instances of "market failure"--i.e., when the private market does not provide those services on its own--or subsidized export finance that benefits foreign competitors.
It is unfortunate that foreign governments subsidize their exports, but even under those conditions, the Ex-Im Bank still distorts the U.S. economy by pulling resources out of it to benefit its favored corporations.
The most important reason, however, that the Export-Import Bank's charter should not be reauthorized is that it is neither morally correct nor constitutional for the federal government to use general taxpayer money to promote the economic welfare of specific groups.

As I have mentioned many times, my basic concern about the Export-Import Bank is that billions of dollars in subsidies have gone to profitable corporations who have layed-off large numbers of American workers.
The goal of the Export-Import Bank should be to support companies who are interested in increasing decent paying American jobs, not cutting them back.

 Congressman Sanders on US Corporate Welfare Giveaways
One of the most egregious forms of corporate welfare can be found at a little known federal agency called the Export-Import Bank, an institution that has a budget of about $1 billion a year and the capability of putting at risk some $15.5 billion in loan guarantees annually.
Since 1994, the Export-Import Bank has provided $673 million in loans and loan guarantees for projects related to the Enron Corporation, leaving taxpayers exposed to $514 million.
The bottom line is that if the Export-Import Bank cannot be reformed so as to become a vehicle for real job creation in the United States, it should be eliminated.

The Bank provides financing to countries that do not have trouble obtaining credit and, in many cases, merely displaces private investment by funding ventures that would otherwise have taken place.
Subsidized export credit does not noticeably affect the overall level of trade, does not “improve” the U.S. trade balance, and has no discernable net impact on the number of jobs in the U.S. economy.
Only a third of Ex-Im Bank financing requests even allege that they are in response to subsidized foreign competition, and far fewer cases are confirmed.
