The law appoints competent electors for each kind of election: cardinals for the election of a pope; the cathedral chapter for the election of a bishop or a vicar capitular; and the various chapters of their order, etc. for the election of regular prelates.
The election of bishops by chapters is still, theoretically, the common rule, but the general reservation formulated in the second rule of the Apostolic Chancery has suppressed in practice the application of this law; episcopal elections, in the strict sense of the word, occur now in only a small number of sees (see BISHOP).
The superior had to examine carefully both the election and the person of the one elected, in order to satisfy himself that everything was conformable to law; if his investigation proved favourable he gave the requisite confirmation whereby the elected person became definitively prelate of his church and received full jurisdiction.

For the first time, taxpayer protection legislation and a politician's election promise will come before a Canadian court of law.
Since the election, the Premier's public statements have been to the effect that he could not keep the deal because he was blindsided by a deficit of $5.6-billion, as opposed to the $2.2-billion that was expected.

Most analysts expect the upcoming election to be carried out in strict accordance with the law, but many in Hong Kong and abroad charge that the revised election procedures passed into law by the provisional legislature are flawed.
Despite this lofty objective, however, the process outlined in the Basic Law merely stipulated phasing out--by the year 2007--the ten legislative seats that were elected indirectly through an election committee, leaving half of the legislature indirectly elected through functional constituencies, and included no plan for the direct popular election of the very powerful chief executive.
In addition, Beijing stated in Article 68 of the 1990 Basic Law (Hong Kong's quasi-constitution) that its "ultimate aim is the election of all members of the Legislative Council (LegCo) by universal suffrage." Article 45 of the Basic Law similarly states that "the ultimate aim is the selection of the Chief Executive by universal suffrage."
