It is a price index which tracks the prices of a specified set of consumer goods and services, providing a measure of inflation.
Prices for the goods and services used to calculate the CPI are collected in 87 urban areas throughout the country and from about 23,000 retail and service establishments.
The CPI is a fixed quantity price index and a sort of cost-of-living index.

The percentage change in an index between any two periods is calculated by subtracting the index value for the earlier period from the later period, and dividing the result by the value for the earlier period, then multiplied by 100.

The Consumer Price Index (CPI) is a measure of the average change over time in the prices paid by urban consumers for a market basket of consumer goods and services.
The CPI is generally the best measure for adjusting payments to consumers when the intent is to allow consumers to purchase, at today's prices, a market basket of goods and services equivalent to one that they could purchase in an earlier period.
Since the CPI measures price change based on only a sample of items, the published indexes differ somewhat from what the results would be if actual records of all retail purchases by everyone in the index population could be used to compile the index.

To compute the price index, the cost of the market basket in any period is divided by the cost of the market basket in the base period, and the result is multiplied by 100.
These prices were not ignored by the price index; rather their contribution was less important to the overall result than the contribution of items whose prices rose.
For example, if prices are declining, holding inventories is expensive, and sellers will try to minimize inventories.

Everyone agrees that the Consumer Price Index has some shortcomings as a measure of the "cost of living." But there is still some controversy about just how far off it is, and what to do about it.
In 1996, the movement to find a better measurement of the "cost of living" gained momentum, in part because the Consumer Price Index is used to set increases in Social Security benefits, to revise income tax brackets, and for similar purposes.
If it could be replaced by a more accurate "cost of living" measure, and if the more accurate measure were to increase less rapidly, then the growth of the government deficit would also be slower, even without any other changes in the law and the budget.
