 COLLECTIVE BARGAINING NEGOTIATIONS
Unfortunately the term "bargaining" implies that the process is one of haggling, which is more appropriate to one-time relationships such as a one-time purchaser or a claimant to damages.
Originally collective bargaining at the national or the industry level was viewed by employers as a means of reducing competition based on labour costs through standardized wage rates.
Otherwise once collective bargaining is over, the employer may be left without the financial capacity to adjust pay based on group or individual performance, as well as on skills acquisition and application.

In Britain collective bargaining has been, and has been endorsed as, the dominant and most appropriate means of regulating workers' terms and conditions of employment, in line with ILO Convention No. 84 for many years.
Despite its significance, in the UK there remains no statutory basis for collective bargaining around learning and training, a situation that has attracted the attention of both the Trades Union Congress and members of the Royal College of Nursing.

 Collective Bargaining
Collective Bargaining is the process by which workers collectively negotiate agreements with their employers.
The bargaining process is based on an understanding that there are differing and often conflicting interests to be reconciled between the workforce as wage earners and the employer as shareholder\owner.
Today, collective bargaining covers a much broader agenda, encompassing such things as pensions, health and safety, equality of opportunity, training and personal development, and consultation on participative arrangements.

In order to promote orderly collective bargaining the parties must use their best endeavours to enter into an arrangement, preferably in writing, as soon as possible after the initiation of bargaining, that sets out a process for conducting the bargaining in an effective and an efficient manner.

Trustees and administrators are of course free publicly to question the desirability of collective bargaining, but they should not resort to litigation or other means having the purpose or effect of restraining or coercing the faculty in its choice of collective bargaining.
Therefore, the Association urges faculties and administrations in collective bargaining to seek mutual agreement on methods of dispute resolution, such as mediation, fact-finding, or arbitration.
The Association therefore affirms that faculties at both public and private institutions are entitled, as professionals, to choose by an election or comparable informal means to engage in collective bargaining in order to ensure effective faculty governance.

ECS StateNotes - Unions/Collective Bargaining - State Collective Bargaining Policies for Teachers
Collective bargaining for teachers is a contentious issue that promises to grow increasingly complex as governance reform – changing who makes what decisions about public education – takes center stage.
Though some states actually allow teachers to bargain over issues such as curriculum or classroom management, most limit the scope of bargaining to wages, hours and other conditions of employment such as health benefits, vacation time or pension plans.
The power teachers unions wield over education policy, often through the collective bargaining agreements, is praised by some but derided by others.
