As The World Factbook is prepared by the CIA for the use of U.S. Government officials, the style, format, coverage, and content are designed to meet their specific requirements.
Thus, inclusion of basic intelligence on the EU has been deemed appropriate as a new, separate entity in The World Factbook.
As an official publication of the United States government, the factbook lists the official policy of the United States government as 'fact' often with little more than a footnote to indicate that the fact is disputed or that a contrary position exists.

Printed copies of The World Factbook 2005 will be available for purchase in July from the Government Printing Office (http://bookstore.gpo.gov) and the National Technical Information Service (http://www.ntis.gov).
The nine primary information categories and the 139 subcategories for most entities include geographic coordinates, gross domestic product, number of mobile cellular telephones, natural resources, legal systems, political parties, illicit drugs, mortality rates, and much more.
Ordering and pricing information for both domestic and international customers will be available on the GPO and NTIS Web sites.

The online Factbook is updated periodically throughout the year.
Recent confirmation that the United Kingdom Government administers the Sovereign Base Areas of Akrotiri and Dhekelia on Cyprus as dependencies (and not as lease areas like the US Guantanamo Bay Naval Station in Cuba) has required a changing of their status and their addition to the Factbook as new entities.
In addition, the European Union has been included as an "Other" entity at the end of the listing.
