 Asia-Pacific Economic Cooperation - Wikipedia, the free encyclopedia
APEC's stated "Bogor Goals" adopted in 1994 at the Bogor summit are aimed at free and open trade and investments by cutting tariffs between zero to five percent in the Asia-Pacific area for industrialised economies by 2010 and for developing economies by 2020.
The agenda of the APEC 2004 year was focused on terrorism and commerce, small and medium enterprise development and contemplation of Free Trade Agreements and Regional Trade Agreements.
As part of the accord, leaders committed to develop and implement APEC transparency standards, reduce trade transaction costs in the Asia-Pacific region by 5 percent over 5 years, and pursue trade liberalization policies relating to information technology goods and services.

It is not surprising that the business advisory group to APEC would urge further liberalization ­ particularly in the financial services sector ­ at a time when Asian currencies like the Thai baht, the Korean won and the Malaysian ringatt have lost much of their value.

 Time to Reinvent APEC
First, trade liberalization within APEC is organized around the notion of open regionalism, meaning that members offer any reductions in their trade barriers to all other countries in a nondiscriminatory way, whether members of APEC or not.
APEC has scored two tangible achievements to date: a sweeping but vaguely worded 1994 pledge by its member states to open up to free trade and investment by 2010 and 2020, and a central role in the negotiation of the 1996 Information Technology Agreement (ITA).
APEC discussions could be the germ of major new WTO initiatives (a là ITA), or they could result in regional agreements on these issues conforming to the open reciprocal regionalism principle just described.

APEC Leaders created the APEC Business Advisory Council (ABAC) in 1995 to formally advise economies on the implementation of APEC's free trade and investment goals.
Within the Doha negotiations, the United States was the first WTO member to put forward a comprehensive agricultural trade reform proposal, calling for elimination of export subsidies, cuts of $100 billion in annual allowed global trade-distorting domestic subsidies, and lowering average allowed global tariffs from 62 percent to 15 percent.

 U.S. Policy Goals for APEC 2005
APEC Trade Ministers, whose economies account for almost half of world trade, can lay groundwork at their June meeting for the Hong Kong WTO Ministerial.
For instance, last year’s APEC Anti-Corruption Initiative was a wonderful example of the public and private sectors working on an issue to produce a package much more valuable than the sum of its parts.
The third major U.S. goal for APEC in 2005 is to increase transparency and fight corruption.

 APEC LEADERS ENDORSE ENDING AGRICULTURAL SUBSIDIES
Leaders at the APEC meeting in their statement recognised the imperative of investing in health to promote economic growth, poverty alleviation, worker performance and productivity.
The Action Plan, which calls for the provision of appropriate capacity building assistance for developing countries, is meant to operationalise APEC's commitment to reduce transaction costs by five percent in the APEC region by 2006.
According to the final statement, APEC leaders feel the Doha negotiating mandate holds "real" potential in assisting developing countries, in particular improving market access for goods and services, agricultural reform, and the clarification and betterment of trade disciplines.

In its Bogor Declaration, APEC has made free trade a centrepiece of its work, and it is relying on customs organizations to put in place the customs framework for liberalized trade.

 APEC Study Centre
Chairman of the Australian APEC Study Centre, Alan Oxley, attended the tenth conference of parties to the UN Framework Convention on Climate Change in Buenos Aries, Argentina in December 2004.
The Study Centre has just released a paper which canvasses options for ensuring that the world can share the benefits of the genetic resources in biodiverse regions while still providing benefits to developing countires with those resources.
